Turns out they're trying to control the population with air dropped mice who are loaded up with Tylenol.

Hawaii doesn't have any native snakes. Nor do they have a snake problem...yet. You are not allowed to bring any snake of any type to the islands. And they inspect planes upon landing to hopefully prevent any stow aways from arriving accidentally.
