I live in a town with a population just under 60k people and there are a dozen dispensaries and the state still limits how many there can be total, so without that regulation the number would probably be higher

Yea, we're a medicinal state and there's roughly 30 within a 30 minute drive of me. Most aren't even in Baltimore.
