Can't have kids roaming the streets after dark because they might wander into a dark alley somewhere where some stray schmuck is hanging out just waiting for someone to stumble by to be robbed. So instead let's put em to work in the bottom of coal mines because stray schmucks don't wait around in the bottoms of coal mines..
On the other hand, make sure those kids are up and at the bus stop at 4am when it's still dark outside so they're not late for schoo....errr work in the coal mines.
