Didn't Cedric Ogbuehie start for the Jaguars? Or was he cut?

Tyler Kroft plays with Buffalo now. Did he produce enough to make a difference?

Vontaze Burfict was signed by the Raiders as a starter, does his suspension impact the comp pick?

Burfict was cut, so he wouldn't count regardless.
A big part of the comp pick selection process is actually in regards to the contract signed, not as much whether they were a starter or not. However, it does factor in somewhat.
And in that regard, no player who signed a deal in FA who wasn't cut actually signed any large deal.
EDIT - The Kroft deal is basically negated by the John Miller signing.

So no, the Bengals are not expected to get any comp picks.

There's a good chance we get one in the 7th.  There are 32 comp picks awarded every year.  After picks are assigned to teams via the comp pick formula, the remaining picks are tacked onto the end of the 7th in draft order.  Since we are 1st in the draft order, we would get one unless all 32 are awarded through the formula, which is unlikely.
