1. The rules change immediately AFTER the next POTUS election and
2. No official numbers are released until all Voting Polls are closed.

Well, no official numbers are ever released until after all polls are closed. The dog and pony show on election night is entirely based on unofficial results. Though I am in favor of the UK model where the media doesn't talk about the election at all on election day until after the polls are closed.

But why after the next election? Now, once the primaries start for it then yeah, I can see saying the horse is out of the gate. But if it were to change today? No reason it shouldn't be in effect for 2024.

Simple, campaigning for the next POUTS cycles starts once the current one ends. 
Sure the sooner the better, but let's not give anyone a chance to whine about anything.
