This.  100% this.  It's not tampering to have a plan in place and pull the trigger very quickly out the gate when the agent is the contact.  Especially if the players trust their agents and the agents have been doing their prep work, this can get closed pretty quickly.  

What a crazy start to FA this year, though.  Soooo very different than the usual sitting on pins and needles watching everyone desired in FA sign with other teams.
