Who says jails only make criminals worse?

You put it better than I did.  But even if they are bad people there's hope there is some good in most of them.

This. I think many people in prison aren't inherently bad people but they have made some bad decisions in life. I'd like to see us as a country of doing a better job of separating those two types of criminals with a better attempt to re acclimate the ones who made bad decisions back into society.

Fluff.

Would have been great to hear what these guys were like chained up for and how much it's costing our poor fiscally conservative republions to house them. Black guy on the end probably walked by a roach 20 years ago.

As I understand, Georgia is the only State to still institute chain gangs.
