Does "better" mean "worse"?

Unemployment for blacks has dropped by 3.7 percentage points from Jan '09 to July '15. (13.4 to 9.7)

Unemployment for whites has dropped by 2.9 percentage points over the same period. (7.8 to 4.9)

So the unemployment numbers for blacks have improved more than for whites.

Jakes rules for debate.

1.  If you say something that is wrong claim that you did not really say it.

Roughly 39,000,000 blacks.  3.7 percent is 1,443,000 jobs.

Roughly 195,000,000 whites.  2.9 percent is 5,665,000 jobs.

Actually, the percentages are more important in this comparison than the numbers like that. Because of the large difference in the population counts using the count is unfairly weighted to your argument where the percentages are more unbiased.

A better refutation of his point would be that the drop of 3.7 percentage points was a roughly 27% drop while the 2.9 points was around a 37% drop.
