Offsetting fouls on Nelson's Int

Maybe I'm remembering it wrong but I swear the ref used the term 'offsetting'. Unless he didn't, I don't understand how the ball was placed at the spot where Cinci's foul occurred.

The definition of 'offsetting' means the fouls cancel each other out.

I didn't think that was a penalty on Michael Johnson. Brief glimpse i saw of it, Michael blocked the front of the defender.
