That's because the system is rigged due to lack of term limits.  It's very difficult, especially in the House, to come in as a junior Rep and not play ball.  You aren't given any real power or influence until you've demonstrated you're a team player.

The career politicians are the gatekeepers, and almost by definition they care more about re-election and getting their party control.

You come in as a junior Rep to buck the establishment and try to affect change....and the powers-that-be will make sure you don't bring home any pork, wins or accomplishments...and then throw their support behind someone to unseat you in the next election.
