If you knowingly expose someone to HIV without making them aware; then it should be a felony.
If I owned a restaurant and served my customers meat and I was aware of the meat had spinal tissue from a cow that suffered from Mad Cow Disease. Would it matter if I did not intend for anyone to suffer dementia, fall into a coma, or die from eating it?
