Over the weekend a Biden campaign bus in Texas was surrounded by a number of Trump supporters in trucks who were waiting for the bus. They surrounded the bus and slowed down, trying to force it off the road. During the whole process, one of the Biden staffer's car was hit by a truck.

Just a bunch of scumbag thugs that are following the example of a scumbag president. I hope each of these lowlife scumbags have their driving privileges revoked for life and the assholes trying to run people off the road should be charged with domestic terrorism, reckless vehicle operation, intimidation and any other charges law enforcement can throw at them. The president called these people "Patroits!" as usual Trump's full of shit like he is on most things. I thought it was funny seeing a faux news headline of Laura ingraham demanding Biden tell his rioter mob to stand down like he is encouraging them or something. Meanwhile trump and his son are openly promoting this type of harassment.

I think he's memeing on the protests that were mostly peaceful.
"Mostly peaceful" when referencing the protests was misconstrued as excusing the violence that did occur from the protesters/rioters/looters by many on the right so now they are kind of turning it around and excusing these drivers for trying to do...whatever the hell this was to that Biden bus.
It's not a great analogy, but it doesn't have to to be a meme.

White car had its hazards on and was behind the bus the entire time. As the bus changed lanes, it follows and the truck speeds up to prevent it. SUV was already partially in the lane when the truck got up to it. White car remains behind the Biden bus, partially in the lane, until the truck swerves left to hit it, as the guy then brags about on social media.
