Why would they?  They can call the Lions at #3 and just move up 2 spots and give up very little to get Tua.

That being said - IF they did do that, you will need to take on of those picks or the 33rd pick and move back up.  ANYONE that wants a QB is going to be moving up in front of the Dolphins and Bengals.  So, you basically have to ask yourself if it's worth it to slide down and pick up and extra low first rounder to get Tua instead of Burrow.

teams have given up more for less....  but...  I think miami has as many holes to fill as us,...  and is likely just to stand pat and make their picks.

That depends on who they want for QB.
If they want Burrow, they may want the #1 overall pick.

Also, why this is feasible is because they have nearly $100 mill in cap for 2020, so they can address many of their needs in FA and trade up to #1 overall for Burrow to fill their QB need.

It's been reported since FA last year that Miami loves Tua, though.  Burrow may be higher on their board now, but it's doubtful they like Burrow so much more that they'll sacrifice a boatload of picks for him.  I honestly wouldn't be surprised if it was slipped to Tua's camp that he won't slide past 5 if he declares.

Miami also has the cap room to either sign a FA QB or trade for a veteran.  All options are on the table for them.

They have Fitzpatrick already for 2020, so they have a veteran in place.

Not meaning to imply he's their answer but if they wanted to have a stopgap while Burrow, Tua, or some other QB is groomed, Fitzpatrick could be that guy.

Fitzpatrick is why Tua makes so much sense. There is no chance they would propose the package you have mentioned though, unfortunately. If you look at the last 15 years and what people have given up to move up for a QB, this trade would actually surpass what was given up by the Rams to move form 15 all the way up to 1 for Jared Goff.
