The one that locked himself in the car or the one that killed the guy wielding the knife?

Sorry, but being "non-compliant" does not justify the death penalty in this country. The officers had to be threatened with immediate bodily harm to justify killing the man. Erratic behavior can be the result of something temporary like a drug reaction or a psychotic event.

These officers may well have been justified in killing the man, but I would have to know a lot more facts. The guy who locked himself in the car may have been using the best judgement as long as he was still in a position to protect the public from the man.
