The only role he'd have here is that of a backup swing tackle. The starters are set after the Hart/Miller deals.

Penn had one top-5 year, and that was when he was paired with Osemele and Hudson in a very good offense. Pretty average other than that. Plus he'll be 36 to start next season, and is clearly on the decline -- lost his LT job to Kolton Miller pre-injury, who did not have a good year. But he might still be an upgrade to Hart, lol
