Actually your link supports what EVERONE (including Periera) is saying. It was a PF. Officials screwed up BADLY on that one. Shazier launched with the crown of the helmet and Gio was outside the tackle box.

Dude thats what I was saying. I was making an argument for why it was a penalty. The announcers tried to play it off because "he was a runner"

I did but evidently you didn't  so I copied the relevant part.  Please read the part about the tackler.  

i get it dude. but i was saying its not always a penalty (eg if youre a runner in the tackle box)
