It would just be a colossally bad move and probably trigger impeachment. The advantage of a special counsel is that it doesn't have to report to Trump and get its budget and office space from Congress. The disadvantage is they don't have to make all stages of the investigation public. We have this special counsel now, and investigation, because of Trump's own actions. Trump selected a national security adviser KNOWING he was compromised, and kept him on after repeated warnings from Yates and Obama. He fired an FBI director for seeking more resources for a Russia investigation, and refusing to lay off Flynn, then tweeted a public warning to him. WHO DOES THAT?? Then he invited the Russia ambassador and foreign minister into the White House along with (unbeknownst to him) a TASS journalist--all without informing the US Press. And while there he promptly informed them of state secrets entrusted to the US by Israel. No one is making this up.
