The US gives weapons and money to WAYYYY too many people around the world to ever allow something like this to become a precedent.

Terrorism is also a largely subjective term.
-Do the Mexican people consider the Cartels to be terrorists? Because the US allowed them to get away with a ton of US weapons in a botched sting.
-The US armed the Syrian rebels, who then lost, retreated, and left all their US-provided weapons and equipment that the terrorists picked up and are now killing people with in that region.
-Heck, the US in the Cold War is the one who armed and trained the Mujahideen in Afghanistan in the first place. They later became the Taliban.

Could never let this bill pass. It was a terrible idea dreamed up for votes rather than the real world.
