Since moving to Ft Benning in 2014 it is called the Maneuver Conference. I have not attended since it has relocated from Ft knox. here was last year's agenda:

Hopefully, we can add Fred Toast's tips to disarming a terrorist to the agenda this year. I'd schedule a TDY for that.

So how do you determine if it is a "terrorist" you are disarming s a "patriot" who is defending himself?

Perhaps your memory of what you heard in that last conference was as good as your memory when it came to remembering the name of the conference.

From what we see in the video I will say it was justified if the first shots came after he reached for his waist band.
Even if the first shot occurred before he reached for his waist band he has no one to blame but himself, but the justification of lethal force can be called into question.
