What's crazy is Military gets punished for doing the same "mistake" "bad shoot" outside our country.

This is true, to an extent anyway.
There is a pack-bond that occurs, when they hold each other's lives in their hands.
There is also the same bond when they experience the most gruesome acts that humans can inflict upon one another and vow to prevent such things.
There are an amazing amount of psychological factors that LEO's share and endure.
That is why I think it takes a terrible event, where there is no doubt that an officer is wrong, to condemn their actions.
Being in a union also factors into the equation, but I'm not going to pretend that I have much knowledge regarding that.
