Why don't Congress just pass a law that the position of President is no more and just make Trump the King. Then disband Congress, drive the thousands of lobbyist out of DC, keep Sean Spence as the court jester and be done with it. This would be "draining the swamp". After all this is what Trump really wants to be. He already has gold thrones in his NY apartment.
