We didn't "constantly go 3 and out". The offense only had the ball for 17 snaps the entire half. The Jags had it for 34 snaps. Plain and simple the defense's inability to ever get off the field led to long Jaguar drives (including a 96 yard TD drive embarrassment) and has a lot to do with the TOP difference.
