What’s to prevent a player from skipping the draft, then just signing with a team that he chooses?

What’s to prevent a player from retaining his rights should a team draft him if he declared non participation?

Kinda reminds me of the NCAA § player compensation. Who needs the NCAA anyway? If colleges in California decide to pay their players, they’ll get the top recruits. Then controversies will be about the rest of the country not playing the top programs so how could OSU be national champs since they didn’t play UCLA, then the rest of the country will tell the NCAA to kick rocks because who needs them anyway? They need the schools, not the other way around. The NIT used to be the premier tournament.
