Some draft pundits have Mac Jones going in top 6.  There are 5 QBs that can go in top 5 (Jones, Wilson, Lawrence, Fields, Lance).  Panthers need a QB and may want that 5th spot.  If hypothetically, 5 QBs go in top 5, that would leave 2 spots where Pitts, Chase, Sewell, Smith, Waddle, Slater.  So even if Sewell go 6th and 7th, Bengals could still get Pitts or Slater.  There is even a chance they could still get Sewell if Phins want Chase.

That would be an ideal situation;  However, as we have talked about on here before, it takes two parties to make a deal.  Given the recent draft order shakeup with Miami making those two, big news trades, I doubt that we'll see any more movement before the draft.  SF made a balsy, but very risky move, by jumping up to the #3 spot, as there is a chance that NYJ could still take the player that SF has their sights set on.

I think that there will still be surprises and movement in the draft order, but I think that it will occur during the actual draft, when teams can see how that it is playing out.
