If you want to be Top-16, you need to score roughly 25ppg in 2020 just to squeak in. Basically an increase of 5.5 per game from what the Bengals did. Top-10 is interesting because #10 was 27ppg, but then there's a big gap and #9 is a full point ahead at 28ppg. (Bigger gap than it sounds.) 

I still think 2020 scoring was simply up because a lack of preseason hurt defenses most. Here's the minimum to squeak into those rankings the last couple years, rounded to the nearest half.

Top-16
2020: 25
2019: 22.5
2018: 23
2017: 21.5
2016: 23
2015: 23
2014: 22
2013: 23.5
2012: 23.5
2011: 23

Top-10
2020: 27
2019: 25
2018: 26
2017: 24
2016: 25
2015: 24.5
2014: 24.5
2013: 26
2012: 25
2011: 24


So roughly it looks like if scoring goes closer to normal with the return of a couple preseason games, you'll need ~23ppg to squeak into Top-16 and ~25ppg to squeak into Top-10.
