1. Being essentially banned from football until you test clean should eliminate in-season "juicing."
2. Maybe modify the concept. Make the player apply for an exemption during injury, and have a provision of the exemption be that the NFL can have a doctor(s) crawling all through the medical records.
It seems there should be a way to monitor and regulate traditional PED usage in a way that hastens a return to health without hurting the integrity of the game.
