I wouldn't put a lot of stock into whether he's rated as a "2nd", "3rd", or whatever round pick.  Most every year, about half of the prospects that are highly rated fail to live up to expectations, while a slew of players that you never heard of get picked, make teams, and develop into household names in a couple years.

In my opinion, the most important aspect in player selection is identifying and choosing the player with the specific skills and traits that fit what your team is doing.
