According to the ESPN Playoff Machine, the Steelers win it on tie breakers (presumably common games record, as a Colts victory would give them 5 AFC losses).
Bengals would still have a better record against AFC with 8-4 while Pitt would be 7-5 at best which is tie breaker after division record.
