I suspect no matter how great the o-line is, Burrow is always going to take a lot of sacks, simply because of his style of play, and because of his attitude about sacks. He stated in an interview a while back all sacks aren't the same, and he doesn't care about sacks on 3rd down if he holds the ball trying to make a play, because if there's no play there right away, they are punting anyway, so the sack is moot.
