It works both ways with ignorance.  On the flip side those same people could also look at it and say "oh i don't go to festivals so I'm safe."  

That would make sense if the CDC guidance exclusively mentioned festivals/raves/parties/clubs. They clearly mention what people should take into consideration at any event they go to.
