This has become a pretty common practice league-wide. Franchises are realizing that any gains from putting your starters in preseason games (e.g., "rehearsal" value) are outweighed by the potential injury risks. So they just don't play them anymore.
I think it's the right choice, and I don't really think it'll make a meaningful difference in the opener or beyond. If the Bengals look flat, many will blame the lack of preseason reps -- but nah. Sometimes you just look flat.
