Because he's a GOP candidate for 2024 and he is publicly criticizing what is likely to be his 2024 opponent for the presidency on his handling of prisoner swap deals. 

Im just pointing out that the USA's inability to get Paul Whelan released from russian custody partly occurred on his watch.

Believe me, I wish he weren't relevant to anything of this magnitude or nature, but he is. 

But the short of it is that bringing up a guy who has been in their custody since 2018 brings up the Trump administration.
