The biggest obstacle to re-signing Tee is his agent and the agent's willingness to play hardball on signing bonuses and guaranteed money.  2 things the Bengals have been reluctant to meet in other negotiations.  Tee will get WR1 dollars, with a huge signing bonus, and lots of guaranteed money from some team.  The question is if Tee is willing to go to a struggling team and lesser QB to get that money.

Yep...I hate the idea of losing Tee, but I also don't envision any scenario where the Bengals and Mulugheta would ever get close to being in the same ballpark when it comes to negotiations.
