We also have a maritime border with Russia that could have stirred up even more problems. Plus its the middle of winter, the Bearing Sea is deep and freezing. It would have been impossible to recover the balloon and its electronics in winter conditions. When it is over the Pacific, the balloon was in international waters and shooting it down would be an act of war.
