I think that it is foolhardy for any one individual to scout every player, and spend enough time on them to have enough to give an informed evaluation of their strengths and weaknesses.  Heck that's a tough order even for a team of evaluators who break down the talent pool by region or position group.  As we all know, the only real way to evaluate a football player is to watch the film of him playing against his strongest competition.  What I think happens is a lot of copy/paste of other people's opinions until enough are parroting the same stuff to form a "consensus opinion".
