I think they want to end those programs, but they know that those programs are popular with voters so they can't.  One may argue their flirtation with and marketing of the glories of authoritarianism may be a key step in their plan to be able to do things like this and suffer zero consequences related to voting, however.

This is the reason stuff like this takes hold...well, I think the government needs more power when it comes to limiting the bad things other people have, but they'd never dare to use their unlimited power to take away something their supporters like!

Even without some sort of one-party system, they can probably eventually cut and snip at it until it's functionally defunct as they are trying with other social programs, public schools, public libraries, etc.  They could have an effective long term plan to hamstring things and then say "Look how inefficient and wasteful it is.  Let us remove them and we will totally replace them with something awesome within the next 2 weeks."
