As for what makes this different? Likely because of the filming of the victim in the chokehold. That usually creates a more visceral reaction.

Yep.  it's the Tyreek Hill/Ray Rice effect.  Ray Rice is a shamed player who's career quickly ended when he punched his wife on video in an elevator.  We alll saw it.  Tyreek allegedly beat his pregnant girlfriend and was even disciplined by the league for it.  Now he's a 30 mil per year superstar.  They both did egregious things, but only one was put on display.  

it's all very "Tree Falling in the Woods-y".
