For one, he clarifies that someone was speaking in his ear, which it's not uncommon to lose train of thought when there's lots of noise around you, much-less someone speaking in your ear.

Second, after (not long) time, he gets everything clear and delivers his clear and coherent message.

If it were Biden, after half as long as it took that guy, would have said "anyways......." and moved on to another topic.

In summary: 



It's typical though because anytime anyone wants to defend Biden and can't, they just resort back to Trump.
