How about education. 

Undocumented Immigrants can apply and be accepted to college which takes up a spot not just from Americans but foreign students on Student Visa's. While they can't receive Federal Student Loans there are states with State Loans specifically for illegal immigrants and they can also apply for grants and scholarships.
