I don't get it.

As far as I can follow, this rather is about alleged undue influence from higher ups to get leniency for Hunter. 

And sure, Hunter's not elected for anything, but if he got what looks like a super sweetheart deal, apparently against recommendations of prosecutors, it will probably turn into a political issue in any country.
