You're not even right about that.

One might add that they did something about the threat they traced from Trump campaign officials to the dozen Russian agents
who were expelled from the country.

Better to say they couldn't prove collusion directed by Trump, or at least to a level that would sustain prosecution. Flynn, Stone, Manafort, et al. did not get off so easy.  

The Report you cite also established that Russia wanted Trump to win--the candidate who would damage U.S. power and prestige the most.
