Why didn't the Bengals add a proven RB in the offseason

What's the point of drafting and developing RB's like Chris Evans, Trayveon Williams, and Chase Brown if you're just going to bury them on the depth chart with a veteran? Especially when we're already paying good money for Mixon.

While I'd still like to see someone establish themselves a good pass protector; I don't consider the RB position to be an issue at all.
