Well, for one Biden can actively change things in the US, not so much in China or India. And in these sensitive geopolitical times you can't quite go full confrontation with them. Also, it is not quite credible to go after China over climate change if you yourself don't do your homework either. Leading by example is the logical first step, then you can more easily scold others.
