Limits the money that can be spent, absolutely, you'll be hard pressed to find someone who has said that more loudly than me over the last year or so, but it does not the picks that can be used. That line of thinking that you can't keep using high picks on WRs/TEs even if you don't plan on paying them is why Rodgers only has 1 SB.

You don't get to have a loaded defense, but that's fine because you need to support your franchise QB. The defense just needs to be okay. The time of spending tons of money on the defense is over.
