California Banning Junk Fees

One fee that cracks me up from BW3's is when i pick up my food, i get charged a 0.99 cent take out fee? I'm like what??? This just started in the past year, I've picked up my food for years and wasn't charged one in the past. In Fact I always ask if i can charge them a gas fee for picking it up vs making them deliver it.
