A lot of good ideas here. I like bfine's suggestions about Civil Rights Day and Armed Services Day. Frees us up for the First Responders Day.
A general Peace Day would be cool too to express the general sense of civil unity we are suppose to feel around Christmas time, but Christmas is fine. Most Americans are self identified Christians, so having a federal holiday for a major holiday of 75% of your employees makes sense. I've never been big on making holidays observed days off unless the local population makes it practical (like how my county observes Jewish holidays or how the next county over observes Eid).
State by state Cesar Chavez day is fine, but, at this point, it's not necessary for it to be a federal holiday. Changing MLK to Civil Rights Day respects all minorities (and not just in the ethnic/racial sense).
And because I am a teacher: a civil servants day.
