I suppose that depends on how it was being implemented. It would not be unlikely to see where there was a discriminatory lean to it over time, which probably what lead to the reform process.
That's neither here nor there when there is a clear violent attack.
The problem with big nets is all the cracks for people to fall through. this reform may have worked 99% of the time (I know it didn't obviously) but it sure didn't work this time.
