Yeah retool is better. Rebuild is more of a term of a major overhaul. If players stay healthy or improve they may stay long term starters.  Though I want competition for Volson but he may somehow improve enough to be extended. Cappa may very well get an extension of a year or two.  You plan to be ready to replace players because you have the resources, not solely as an indictment on their play.
