I don't know. I can't think of anyone who could replace him as being the worst. My comment was off the cuff from what I know about past Presidents. TBH, I haven't studied all presidents and their effects on the country. But, like anything else, it's a matter of opinion. I thought Kennedy and Reagan were great presidents, but many would call me crazy.
