C'mon, most poor folks receive some sort of government benefits which require them to be positively identified as the correct recipient of said benefits. The elderly? There are many and numerous social outreach programs designated toward the elderly, if they are poor or have no family to look after them, that is likely a choice rather than a circumstance.

There are 7 million adults who don't have valid photo IDS according to the University of Maryland study
